Establish a group tasked to recommend habitat improvements and guide the location and expansion of water based recreational facilities. The quality of habitat and the quantity of recreational facilities are managed to complement each other and grow.   Assure that the green shoreline and public access to the waterfront are protected at all private redevelopment sites.
